Getting a home loan on a society patta property in Jaipur is possible, but only under specific conditions. Without 90A land conversion approval, no PSU bank or private bank will finance the property. What Is Society Patta in Jaipur?

A society patta is a document issued by a housing cooperative society to its members, allotting them a specific plot within the society’s land. These societies were registered under the Rajasthan Cooperative Societies Act and were once a very common way for middle-income families in Jaipur to secure land.

The problem is that the society itself holds the land, not the individual member. The patta is evidence of allotment by the society, not legal ownership of the land in your name. Until the land has gone through the proper conversion and registry process, it sits in a legally grey space that banks refuse to accept as collateral.

That grey space is large. A significant portion of residential plots in areas like Jhotwara, Sanganer, Murlipura, Vaishali Nagar extensions, and peripheral Jaipur were developed on society patta land. Many buyers in these areas have been living on these plots for years and still do not have clean title.

What Is 90A Conversion and Why Does It Matter?

Section 90A of the Rajasthan Land Revenue Act is the legal mechanism that converts agricultural land into residential land. Most of Jaipur’s surrounding areas were originally agricultural. Before any residential development can happen legally, the land must go through this conversion.

A 90A approval means the state government has formally permitted the change in land use from agricultural to residential or commercial. Without it, the land is technically still agricultural, regardless of what has been built on it or what the society’s patta says.

JDA Approved Plot: The gold standard. The land has 90A conversion, layout approval from the Jaipur Development Authority, and map sanction. Every bank finances this without hesitation.

Society Patta with 90A: The society’s land has gone through 90A conversion, has obtained layout sanction and NOC from JDA or the relevant authority, and the patta has been regularised. Select banks, HFCs, and NBFCs will finance this. PSU banks vary by branch and by the specific lender’s internal policy.

Society Patta without 90A: No mainstream bank or HFC will finance this. Only certain NBFCs consider it, and at higher interest rates starting around 8.75 to 10 percent or more, with lower LTV ratios. The Rajasthan government has also moved to restrict registration of unconverted plots, making this category riskier than ever for buyers.

Can You Get a Home Loan on Society Patta in Jaipur?

The honest answer is: it depends on which category your property falls into.

If the society patta has full 90A conversion, layout sanction, and NOC from JDA or Nagar Nigam, the property is financeable. Not by every lender, but by enough that you have real options. HFCs like LIC Housing Finance tend to be more flexible than PSU banks on these property types. Private banks vary significantly, some refuse outright, others assess case by case.

If the patta does not have 90A conversion, your options are NBFCs only. Interest rates will be higher, LTV will be lower (often 60 to 65 percent instead of the standard 75 to 80 percent), and the loan amount will be capped more conservatively. You are borrowing against a property the lender itself does not fully trust as collateral.

  • Society registration certificate under Rajasthan Cooperative Societies Act
  • NOC from the society permitting you to mortgage the property
  • Society’s land ownership proof (the society’s own title to the land)
  • Confirmation that you have paid all society dues and there are no outstanding charges

From government authorities:

  • 90A conversion order from the competent authority (state government)
  • Layout sanction from JDA, Nagar Nigam, or Gram Panchayat (whichever has jurisdiction)
  • Mutation certificate (Nakal Jamabandi) showing the society as landowner in revenue records
  • Encumbrance certificate from the Sub-Registrar’s office for the past 12 to 15 years
  • NOC from JDA confirming no violation of approved layout

Risks Buyers Commonly Overlook

Buying before verifying conversion status. Sellers of society patta plots in Jaipur are not always transparent about whether 90A conversion has happened. Some genuinely do not know. Others do. A property advocate and a direct check with JDA takes a day. Skip it and you may spend months trying to unwind a purchase or securing financing at far worse terms than you expected.

Assuming registry equals clear title. The Rajasthan government has restricted registration of unconverted plots, but some registrations still happen through older loopholes or Gram Panchayat jurisdiction areas outside JDA limits. A registered plot is not automatically a bank-financeable plot. Registry and lender-acceptable title are not the same thing.
